Lots of advice, plenty of opportunities and optimistic statements, but fewer exhibitors at the Property Investor Show, the UK’s premier event for property investors held last weekend at London Docklands Exel Exhibition centre.

However, there was plenty of essential information on “Where to” and “How to” invest provided from keen exhibitors just about managing to cope with the early rush of visitors with property investment on their minds. More than 30 seminars focused on topics ranging from “How to Spot a boom and a bust” to “How to win in a recession”.

Many small investors, were looking to acquire from the ongoing “Sale of the Decade” in the Spanish market, where banks are disposing of their unwanted toxic assets with huge discounts of up to 56% and generous mortgages between 80-111%.  A spokesman for a Spanish distressed property site  added: “Putting your money in the  Spanish property markets could be the perfect hedge for investors with sunny Spain for family holidays and some equity gain a few years down the line.”

Two properties can be bought for a realistic amount in Spain – one to rent out, the second for family enjoyment, with equity gains to look forward to when prices start to rise again in the world’s top second home destination.

Tenerife and the Canary Islands have some excellent bargains, even in the prime property sector, but prices will be rising again soon judging by the renewed interest of late.

Spain is the perennial favourite for Britons looking to buy a home abroad, confirms the latest survey by Channel 4’s A Place in the Sun.

After all, it has all the right ingredients – excellent access from the UK, sun, sea, culture and infrastructure. With repossessed properties and distressed sales hitting the market, the home of the Costas, Balearic and Canary Islands still has some great deals for the diligent buyer. Huge discounts on holiday homes mean there’s a multitude of destinations and property options on offer.

Toughing out the market without resorting to big discounts was a strategy that worked reasonably well for Spanish banks in past real estate slumps, but not this time. Some banks are starting to face the fact that “stronger measures” might be necessary to avoid a Japanese-style slump that drags on for decades, according to a recent article at idealista.com.

For “stronger measures” read taking a hit. Some banks are starting to talk of selling at a loss to get properties off their books, say Idealista, who point out that banks have been asking prices beyond the reach of most buyers, and as a result not selling much. The only solution is further price reductions.

The problem is that dropping prices has its own dangers, as recognising losses raises the spectre of insolvency for weaker banks. Rodrigo Rato, a former Minister of Finance under the Aznar government and now president of Caja Madrid, one of Spain’s biggest savings banks, recently admitted that banks are navigating a difficult course between going too slowly and dragging out the slump like Japan, and going too fast and incurring unsustainable losses dumping real estate in an illiquid market. Banks have accumulated property portfolios with a book value of more than 200 billion Euros, or 20pc of Spanish GDP.

Rato told the Spanish press that the solution must come “via prices or via employment”, by which he meant that house prices must come down, or wages must go up. There are signs that banks are taking the some steps towards substantially lower prices, even if on a limited scale. In the last few weeks, for example, the following discounts have been announced:

  • Altamira Santander is offering discounts of up to 58pc on 400 resales, with a 2-bed flat in Tenerife reduced from 98,000 to 68,000
  • Caja Cantabria is offering luxury flats in its old HQ in Gijón with discounts of 30pc (priced between 227,000 and 782,000 Euros, with up to 100pc financing, they are still some of the most expensive flats in Gijón)
  • CAM, a Valencian savings bank, is offering discounts of up to 60pc and 100pc financing, though the offer expires at the end of the month
  • And Banesto is offering flats in Barcelona and Madrid for less than 120,000 Euros

However, if you really want a bargain you may be better off buying from from a distressed-debt investor, who will have a bigger incentive than the banks to get a deal.

Serious sellers in Tenerife and Spain drop prices to ensure the saleA growing number of vendors trying to sell their homes are dropping their asking prices, according to new research by one of Spain’s leading property portals. Asking prices for 18,007 resale properties in the Idealista database were reduced in June, 30% more than same time last year, and the highest level for 2 years. The number of price reductions has been on the rise every month since January, causing the 12-month average trend to rise after falling for about a year. But if the number of discounted properties is growing, the average discount value is not. Discount values peaked at the beginning of last year and have been declining ever since, so it’s a story of more, but smaller discounts.

The markets where the biggest proportion of vendors decided to drop prices were Madrid (9.3%) and Barcelona (7.4%). That means vendors in Spain’s two biggest markets are becoming more focused on finding a buyer.

- Asking prices were down just 0.5% in Q1 over Q2, to 2,374 €/m2.
- Prices rose in 5 regions: The Balearics (+2,4%) Galicia (+1,6%), Castilla y León (+1%), The Basque Country (+0,9%) y La Rioja (+0,6%).
- Prices rose just by 2 €/m2 in Barcelona, to 4,084 €/m2. Even so, prices there are still below where they were 5 years ago in Q1 2005. They are down 16.4% from the peak of 4,888 €/m2 in Q1 2007.
- Madrid fell 0.4% in Q1, to 3,831 €/m2, 11.2% below the peak of 4,315 €/m2 in Q2 2007.
- Valencia fell 0.7% to 2,335 €/m2, 18.4% below the Q2 2007 peak of 2,861 €/m2

Sellers in Tenerife and the Canary Isles are  also following this trend to ensure a quick sale.

There is no shortage of price promotions being touted, for example Metrovacesa’s December promotion of 1,500 homes with alleged discounts of up to 52%, and Banesto’s November promotion of 1,200 homes with alleged discounts of 40% (Metrovacesa is one of Spain’s biggest developers, and Banesto one of its biggest banks).

But when  real estate experts what they thought of the discounts, scepticism was the order of the day. “One has to interpret these discounts and ask what levels they are calculated fromDi,” said Ernesto Tarazona, Corporate Recovery Director at Knight Frank España.

After all, what good is a discount if it is applied to some unreal starting price? According to the experts consulted for article, in many cases today’s discounts are based on the demented valuations used at the height of the boom, arguably irrelevant in today’s straightened economic circumstances. Supporting this position is a recent report on the Spanish property market  stated that prices are still close to 30% over-valued, and the valuations used by banks and savings banks (cajas) “do not reflect true values and result in a general over-valuation of property.”

That said, you might still get lucky and get the odd bargain,  especially holiday homes on the coast.

Just look at the published accounts of developers for the third quarter of this year, says the article. Their gross margins are still positive, implying that they are selling above the crazy prices they paid for land in the boom, if they sell at all, that is.

The real question is why are prices so high, even with the alleged discounts? Because neither banks nor developers are prepared to sell at a loss whether in Tenerife or Barcelona, explains the article. New accounting rules from the Bank of Spain may change that, but for the time being the discounts on offer are not really discounts at all, at least not compared to today’s market prices.

For my money I would say that will all change in 2010, one way or another.

Property bargains are likely to continue in Spain and Tenerife now one of the few Eurozone countries still in recession after it emerged that the Republic of Ireland has seen a return to economic growth.

Spain and Greece are now among the few users of the euro still in a downturn, while the UK is the only G20 country still in recession.

Those keen to invest in the Spanish real estate sector may wish to take advantage of the lower prices and many Spanish bank repossession property evident greater weakness of its economy to pick up bargains in 2010. Hard pressed developers are offering big discounts on key ready homes.

However, those hoping for a Spanish economic turnaround to help property investments gain in value will have noted that this fall followed declines of 1.1 per cent, 1.3 per cent and 1.1 per cent in the previous three quarters.

There was an interesting  article this week in the Spanish daily ‘El Mundo’ about bank repossessions in Spain, and what the 10 biggest lenders are offering investors. It  pointed that Spain’s banks and savings banks – known as cajas – are now the country’s biggest real estate companies. “Nobody knows how many properties they own, not even the banks themselves,” one expert told El Mundo. Their stock of repossessions is growing fast, and is expected to keep on doing so. All thanks to foolish lending in the past.

Banks aren’t, or shouldn’t be, in the property business, so this is a big headache for them. To liquidate their growing stock of property banks start by classifying property as ‘A’ or ‘B’.

‘A’ is new build from developers who can’t repay their loans, good quality, in good condition, and easier to selld, in theory at least. This is reported to make up 70% of the stock the banks now hold. Banks are using their own property divisions – recently set up in most cases – and branch networks to sell this ‘A’ property, offering discounts and preferential financing terms.

‘B’ is made up of repossessions from home owners who can’t pay the mortgage. There are forecast to be 74,000 foreclosures this year, and banks already have 9 billion Euros of bad debts from private owners on books.

Once again if you have cash available then you can bag  great property bargains  in Spain and Tenerife.
